Andy Burnham becomes UK’s fifth prime minister in four years, aiming to reverse the cycle of political instability.

the UK will have welcomed its fifth prime minister in just four years—a remarkable reflection of the political turbulence that has defined recent British history.

When Boris Johnson began his departure in the summer of 2022, few could have predicted the rapid succession of leaders that would follow. Since then, Liz Truss, Rishi Sunak, and Sir Keir Starmer have all held the nation’s highest office.

Against that backdrop, Andy Burnham is preparing to take over at a time of widespread public frustration. Allies say he is “acutely conscious” of the political instability that has characterised recent years, though critics argue he has long positioned himself for this opportunity.

The years following Brexit and the pandemic have left many Britons feeling that everyday life has become more difficult. Public patience has worn thin, political loyalties have weakened, and successive governments have struggled to maintain public confidence.

Burnham now steps into Downing Street facing the same challenging environment that greeted Sir Keir Starmer 746 days ago, on another warm July day two years earlier.

His immediate goal is to reverse the cycle of unpopular governments. He hopes to carry over the approachable, hands-on leadership style that defined his tenure as Mayor of Greater Manchester.

While the formalities of government—including parliamentary proceedings and meetings with the King—will likely require a more traditional appearance, Burnham is also expected to break with convention in other ways. Reports suggest he may forgo the traditional lectern during his first speech outside 10 Downing Street on Monday.

He is also said to be eager to engage directly with the public through nationwide question-and-answer events, with one close ally describing the idea as a “People’s Question Time” aimed at strengthening the connection between government and voters.
